No. in fact I always use the File> Import menu
I can't be sure it happens every time - I wouldn't notice if
it didn't happen.
It seems plausible that if you manage to use the import menu option when the correct frame is not selected then problems will result.
The interesting thing is how you get the frame deselected or what sort of selection with what sort of import causes the problem.
