I think you need the manual p95 (section 8.3).
To make a master page produce a new one automatically when more space
is needed, you link the master frame back to itself. However, this
only works with empty frames; the text has to go into the document
after you have finished editing the master page. If you want text to
repeat on each page, put it in a separate, unlinked, master frame.
You can of of course only have one master page active per chapter. On
my version of Ovation Pro it's not possible to make a link between
two master pages.
Or have I misunderstood the problem?
