Sorry, PDF does not have a concept called "layer", nor any specific 
feature that resembles the idea of a layer.

Applications supporting layers (e.g., Photoshop) often represent 
layers using optional content groups in PDF, but that is a far more 
general concept. Basically, it allows you to switch any collection of 
objects on or off. These objects can be anywhere in terms of drawing 
order.

Anyway, PDF files generated using RISC OS do not have any optional 
content groups (though ArtWorks might represent its layers this way at 
some stage) nor would such groups have any impact on rendering.
