It certainly does.

In theory it should even be possible to create a hybrid Draw+ArtWorks 
file format that would display correctly as a Draw file in OPW 
(inasmuch as an ArtWorks file can be represented in Draw format 
nowadays, i.e., no transparency, no clipping, RGB colours, etc.) but 
that would still be editable as an ArtWorks file in ArtWorks 
(basically a Draw file that keeps a copy of the ArtWorks file in a 
special object).

The question is how many users there are who use the RISC OS version 
of OP to create documents that need to display in OPW as well, who do 
their illustrations in ArtWorks and who would find that kind of 
in-document editing useful (as opposed to keeping a copy of the 
ArtWorks file somewhere and regenerating the Draw file after editing 
it).
