The special thing is you click on the ruler at the left hand side to
create a guideline, that leads to the problem how do you prevent the
line being created on the left hand page.
As Gavin Crawford has said, the solution is to scroll so that the right
hand page is under the ruler. Or you could turn off facing pages view
and then create your guidelines.
(going via the clipboard is another possibility, but it doesn't seem to
work fully on Windows)

Master pages don't have to be involved. Although you can put the
guidelines on them if you want.
