David Pilling's TWAIN driver has an option for Superscaling which I
think is aimed at this situation. Does your scanning software offer
any options?
Super scaling consists of the scanner scanning at a high resolution,
usually its optical resolution (so 600 dpi would be reasonable) and then
passing the results through the same re-size filter as in DPScan
(Edit->Resize, Lanczos in Choices->General). In other words you can
emulate superscale using just DPScan and bitmaps.
One thing the "super scale" feature is good for is scanning half toned
images. So it is a reasonable suggestion.
Is there a version of DPScan for Windows? I presume it's not built into
OPW ... OPW's scan applet makes use of my existing Epson TWAIN driver.
