I do not think so. I believe the mouse over the Ruler dictates the
creation and positioning of a guideline, not the mouse somewhere on a
page.

Yes, you can copy. You van even set the distance at which the copy or
copies must appear (select guideline -> Menu>Object>Duplicate...)

A much faster and more elegant way is to activate Rulers (View>Options
or ^O). You then click on the Ruler and the guideline appears. An
undocumented nicety is that if you click and hold on the Ruler, the
guideline is created and selected as well. Then choosing F7 lets you
position the guideline exactly.

If the guideline is at the same position on every page, create the
guideline on the master page.

Menu>Page>Copy chapter will do this.
