David, I feel uncomfortable asking this of you considering your vast
software expertise, (A bit like asking the Pope if he knows about God) but.

Before you Wiped and Reinstalled, were you able to identify the offending
item, if so, quite often a search of the MS site (Or Google) will bring up
a number of manual solutions, like the name of the file(s) to be deleted,
and the fix required in the registry to complete the dumping process.
