[cseb] Volunteer Webmaster needed for CSEB national webpage

CSEB is looking for a volunteer to take over as webmaster of the CSEB
National webpage. The code for the site is quite simple, so you would not
need much experience to maintain the site. The site is currently up-to-date
so not much work is needed in the immediate future.
