I would say that it most certainly does matter whether or not Haiti can
feed itself. Was the dramatic escalation of global food prices of
2007-2008 so long ago that it's no longer part of the discussion? I
thought the risks of relying on cheap imported food became pretty clear
back then, and the question was not at all academic!  was pretty clear
back then. And, global food prices reached their highest level in two
years in January 2017. Haiti's tariff on imported rice is close to 0, so
the world price is the domestic price. When food becomes unaffordable, we
are no longer speaking of an academic question!

I do agree that sustainability is a key issue.
