"Thank you for Being Late" by Thomas L. Friedman,
I've been reading Friedman's column in the NYT on and off for years,
which is why I take anything from him with a good deal of salt. He wears
rose colored glasses and is very good at passing anecdote for evidence.
I wish I had his optimism.

The market is too small and the technology required to build these
things is too expensive for us at this point.
India on the other hand has a huge market. Even if only one percent of
the population is targeted, we're still talking about 12 millions
tablets or thereabouts. Additionally they can leverage years of
investment in technology used for offshore manufacturing by global tech
companies. Finally, they already have the talents invested in producing
contents for local consumption, e.g. Bollywood.
This is about calling centres - these are call centres which have been
outsourced
Last I heard there are one or two call centers in Haiti (but this is
Haiti and may no longer be true). One is operated by or for Digicel, the
second by another private operator. I don't know exactly how large they
are and what they do.
That said, you have to understand that the call centers in India and
elsewhere in Southeast Asia (the Philippines for example) are possible
because these countries have an overabundance of technically trained
young people who cannot otherwise find better paid jobs. So it's
relatively "easy" to match people to the skills required at the scale
required for global operations.
Last but not least, a sine qua non for call centers is cheap, reliable
and fast communications. At best in Haiti, I would say: take any two of
those. Enough said.
Now that's not to say that there aren't opportunities. Just that we
need, as a society, to think through what obstacles we are facing.
