PhotoShop is THE app for editing. But if I didn't have that I agree with Ross, PSP is a fine product.
Another one to consider, and as a PhotoShop user I think this is even better, is PhotoShop elements. Basically, its PhotoShop for the non-professional. Most of the features of PhotoShop are there.
