In a word, no.  You cannot access an NT system with DOS.  I have a utility
called NT-DOS reader (I think, can't remember where I got it).  I'm sure you
can find it with a Google search.  As a matter of fact, a search should land
you several utilities to access Win XP and add to remove files via a floppy.
