Off the top of my head, I'm thinking of a CMS added to the site and then 
'tweaked' just for this purpose. One good way to do this is to use 
Wordpress. Once its uploaded and installed, you can customize it easily 
with PHP and CSS. It has a built in editor and a very easy way to upload 
pics, or files without using ftp.

Other than building from the ground up - a pretty big job for something 
like this - this is what I would do. I don't know if you've ever used 
Wordpress, but a lot of people build entire web sites with it. I think 
CMS is the way to go these days.
