Its is true to some extent

the thing is that there is a bug(let say) in the Internet Explorer that the
user access some site from any server than that server can look in to the
computer of the user.

but that option is in ur hands
u can stop it

do this if u r using Internet Explorer.

Go to the Internet Options
Go to the security
then click on the custom level
and disable the cookies and the active scripting option

u r safe now

I don't understand one thing that how could microsoft can forget to manage
sucha huge bug
i mean i don't any use of it if they put it delibratly
