Dear Consumer:

The continued growth of Internet electronic transactions using different
Internet commerce protocols has resulted in increased consumer privacy
concerns about improper access, improper collections, improper monitoring,
improper analysis, improper transfer, unwanted solicitation and improper
storage. It is crucial to have a clear understanding about the status of
consumer privacy protection in different major Internet commerce protocols.

As partial fulfillment for the requirements of the Masters of Science
degree in Information Systems from the Pennsylvania State University, I am
conducting a research project that assesses the degree of consumer privacy
protection in three major Internet commerce protocols. The purpose of this
survey is to determine the views of the Internet shoppers concerning
consumer privacy protection practices in Internet commerce protocols.

Your views as an Internet consumer are very important in ascertaining the
state of consumer privacy protection. Please complete the attached
questionnaire. Please note that you may choose to decline answers to
specific questions and you may also choose to withdraw from this study at
any time. Furthermore, your participation in this study is voluntary and
by completing and returning the questionnaire you have indicated your
consent. If you choose to participate in this study your responses will be
kept strictly confidential and will not be used for any purpose but this
research. Your identity is not required in the survey questionnaire and
any personal information disclosed will not be mentioned in any part of the
writing. The process should take about five minutes, and your input will
be greatly appreciated. Thank you for your time and cooperation, and I
look forward to hearing from you at your earliest convenience. If you
desire a summary of the survey results, please contact me by phone or email.

Sincerely,

Wenqi Ma
