Yes, aside from updating your modem software/drivers, you might also want to
check with your local telphone company for line quality/noise, and explain
you wish to use the line for data communications. Although it may be fine
for voice transmissions, data transmissions can be a bit more sensitive.
Has this computer EVER been able to connect faster? You may just need a
shorter phone line from the computer to the jack (preferably less than 10
ft., or a new cord - may have taken a power spike). Is there anything else
connected to this line -- fax machine, etc...? If so, try disconnecting &
see if that helps.
Are the phone lines to/from the computer connected to the correct ports?
Are you running the phone line through a surge protector? Try it without it
and see if it's any better.
Have you checked with your ISP? Perhaps a problem with the particular local
access number you're using -- heavy line traffic.
Do you have your modem's maximum speed configured & set to reflect it's
maximum speed?
You might also want to check with your modem manufacturer to see what type of
UART your modem has - may need upgrading (this is a chip that ensures
high-speed communications).
