Why would the quality not be as good?

The way I see it, when you take that first .wav, ripped from your cd, it's got
the original quality (or at least, 99.99999% of it or something). Compressing
into mpeg3 causes some loss, so you've got, say, 95% of the original quality
(if you've got a good encoder, and use a good bitrate, like 192 or something).
But why would going from mp3 back into .wav cause loss of quality? In other
words, the entire 3-step process causes some degradation, but not that last
step, right? Or is there something I'm missing? :)
