It sounds like they're trying to limit the number of services and
whatnot being run on their networks by making sure you're running
windows.  It probably has something to do with getting an IP address or
something.  I would try to find another provider, but then again, I
don't run windows, so it would affect me more than others. :)  The
internet knows no operating system, and ISP's shouldn't try to restrict
it like that.
