Do they give a static IP?  Call your provider.
If they don't, then ask your telco if they 
could provide DSL for you.  

The rest are resellers.  They buy the bandwidth
frm your telco, which is probably willing to give
you a flat rate.  Always look for the flat rate
matey!  Not necessarily as fast but genuinely
consistent.  Whenever possible, PLEASE go
for the flat rate!
