[COMP] Error Starting Program

Hi,
When I start-up my comp, I have been getting a box "Error Starting Program".
It says, "The BATMETER.DLL file is linked to missing export SETUPAPI.DLL:
SetupDiEnumDeviceInterfaces". I have tried to get rid of it, to no avail. It
is becoming really annoying. Does anyone know how I go about getting rid of
it?
