Some older Cdrom drives plugged into the sound card-- the sound card 
actually had an IDE (or panasonic or mitsumi) controller built right onto 
it.  I would say to open up the case and see where the cdrom plugs in.  If 
it goes to the sound card, look for problems there (driver reinstall, bad 
hardware).  Otherwise, if it's IDE, you could have more serious troubles 
(hardware?), but it's likely just a driver thing.  

Honestly, I consider it an educated guess until I boot with a linux boot 
disk.  I very often have cdrom's work in linux and not in windows/dos.  
The kernel will autodetect just about *every* ATAPI/IDE cdrom ever made 
unless it's a hardware problem.
