Well, I'm not sure what you mean by "safelist" here, but ok...

Yep, Listar's got this: set who-status to 'private.'

Listar's subscribe MO is the same as majordomo's, with the added option of
sending commands to 'listname-request@xxxxxxxxxxxxx'  As for
advertisements, I suppose you could put them into a footer...

Hmm.  You could make the list moderated, and do it manually.  I'll look
into this- there's gotta be a way of doing it.

Listar's does.  'subscribe-mode=confirm' does it.  However, if the admin
is subscribing you, I'm not sure if you get a confirmation.

Difficult to enforce that they receive mail in a box other than the one
they're subscribed with?  Why not just subscribe two accounts?
