I subscribed to 2 different newsletters; the first one is from Microsoft Office and is found at http://www.microsoft.com/office/using/newsletter.mspx. This one gives updates on microsoft office solutions, products, specials, etc. The second one I subscribed to is Net Mechanic at http://www.netmechanic.com/news/webmaster-resources.htm#design-tips. I like this one the best out of the two. This newsletter contains quite of bit of information and great tips on designing web pages. You can browse archived copies as well for particular subjects. I think this is a great resource in putting together web sites and determining what format is best suited for your audience.
