Sorry, I need to correct that.  Perl is distributed under the Artistic 
License, with an option to distribute it under the GPL.

It seems that this would also be suitable for use with the OD toolkit.  There 
is a huge list of GPL-compatible (and other) licenses available at:
http://www.fsf.org/licenses/license-list.html

I am also looking at the Clarified Artistic License.
