I would say 2, but with some ability to link into other projects' databases or 
at least a system-wide database.  This allows the user to have a set of 
"stock" parts or assemblies which are used in multiple places.

Another use might be referencing a manufacturer's component for use in your 
design.  Say you are designing an engine.  The starter-motor is likely a 
purchased component, which may be under concurrent development.  The 
manufacturer providing you with "extents" data for this component (keeping 
the internal details to themselves) along with mounting locations, allows you 
to ensure that it will fit as-designed when the parts are assembled.
