Bentley does have a 'dgndirect' (partly in cooperation with OpenDesign?) 
that I think you have to register with them to get.  Whether or not 
that has some sample dgn2dxf program in it, I don't know.

There's also dgnlib, but I'm not sure if you're going to find a dxf 
converter in that.

The uber-converter should ultimately support connecting dgn to rhizopod 
(and therefore dxf,) but will take some work.  If you would like to 
contribute or contract to make this happen, I'd be happy to hear from 
you.
