QCad is free as in free speech and free as in free beer if you compile
it or contribute to it. Binaries are not free as in free beer.

No - if you compile QCad it has no limitations whatsoever.

PS: You might want to take this to the QCad mailing list. I think there
are not many QCad users on this list.
