oops, after rereading your post maybe you were looking for something like ToGL?
it's a opengl widget for TK/Tcl.

also coin's(openinventor) SoQt, SoGtk, and SoXt can be used for both 2D and 3D
geometry.  it even has a SoWin for that other platform.
