not sure if it will fit your bill, but have you looked at visual-tcl.  also 
called vtcl.  most distributions have a package of it.
it builds gui's.

i found another one for lesstif/motif, but it is no longer maintained and is 
not as stable.  if your interested i can look up the link.

there is something similar for gtk and qt, but i have never tried them.
