Yes, it is a parametric design application.  I have been using it for 
awhile off and on and am beginning to get the hang of it.  At first, it 
seemed very clunky, because of the terrible interface- it looks like a 
very old school pre - windows/x-windows type application.  It was very 
hard to get used to starting the application and not seeing 'File, Edit, 
View, Options, Help' etc in a menu bar at the top. It's pretty rough 
around the edges but, I have kept on using it and found that it is very 
powerful and capable.  You might think of Varkon as kind of the 'Emacs' 
of the linux CAD world.  I think that the MBS scripting language is it's 
strong point.  It seems like you can do just about anything with *.mbs 
files.  It's possible to write small chunks of mbs code and tie them to 
a button in the menu system to do interesting things.  It is possible to 
write mbs code, compile it and have it do interesting things, without 
even opening the graphical interface. 
Probably the best thing to do, if you are interested in learning Varkon, 
is to open it and try drawing some simple things in 2d and then look at 
the resulting code in the mbs editor.
If anyone has problems installing or using Varkon, let me know.  I might 
be able to help.

On another note... is anyone the admin for this list anymore?  A friend 
of mine says he's not receiving email from it and wants to resubscribe.  
I know that phrosty needed to give it up because of time constraints.
