I think what stopped the various open source CAD projects is the sheer magnitude of the task. Back in the nineties our company produced an outstanding 2D/3D fully parametric associative extendible drafting/modeling/production package. It's currently being used to design, model and build the Navy's latest warship (the LPD 17 class). The source code consists of approximately 40,000 (yes forty thousand) files.
