As time goes on, some NURBS development are continuing.
I've had this page for a while; not that structured, yet, but will
work more on it.

k-3d now has a NURBS summer of code project going and the k-3d mailing
list has been very active lately regarding NURBS. At this stage it is
able to create simple splines, but check out this page:

Other than that ayam seems to also go forward in small steady
steps. The development in BRL-CAD regarding NURBS is going forward
according to Sean, but only foundation for introducing NURBS
interactive modeling, to my understanding.
Varkon is also going forward, but I'm not tracking it actively.
The kreative3d mailing list has had some sporadic burst, but nothing
has happened in its code repository. The main author says he's
determined to proceed, though.
To have everybody concentrate on a common NURBS library seems to be
very hard;).
What we can do, is jump in where NURBS development is ongoing and help
out. Eventually we can stitch a free CAD NURBS modeler together one
day;).
If anyone know anything else going on, please chime in.
