Folks,

I have prepared a 1.7 release of DGNLib which includes the ability to write
3D elements as well as 2D. I also wrote a function
 (DGNRotationToQuaternion()) to compute a quaternion array for a given
 rotation about the Z axis.  I appreciate all the Joel and others have done
 on this.  The write support works for rotating (around z) of text and
 ellipse/arc elements.

This release also includes fixes to the computation of the bounding rectangle
of text.
