When I retired back in 2001, I spent several days surveying various linux-cad 
programs and the one that impressed me the most was Varicad:

While it isn't free, it struck me as particularly well suited for the kind of 
2D/3D work that I had been doing in industry with AutoCAD. There is a free 30 
day download available -- fully functional -- from them, and they have a good 
reputation for timely and helpful support.
