slight modification?

1) Agree on one or two paragraphs that describe roughly what your
project is and does.

2) Is there an existing project which fits the description that you
could contribute towards instead of forking the code?

3) If not, make a name

4) Talk to some software developers / coders, you'll need at least one
insane coder who will spend far too much time working on the project.

5) Find website

6) Get the domain name

When I first saw your post I was going to say that buying the domain
name isn't all that important, but when you see the interviews with the
big projects, they always regret not having bought the domain names to
go with their project (I seem to remember MySql had some problems at one
time) so that's good thinking. Remember that registering a domain name
is free if you can find someone friendly who has a couple of DNS servers
