Victoria:

Assuming you'd be coming south from the Bristol area, exit I-81 south at exit 8, take Hwy 25E through White Pine then across Douglas Lake/French Broad River on the Walters Bridge. Turn left on Rankin Hill Rd. (binocular sign), proceed 4 miles to stop sign/RR tracks. Turn left again, on Hill Rd., continue for about 2 miles. Hill Rd. becomes gravel, then crosses RR to enter Rankin WMA. You'll see glimpses of the mudflats as you proceed, then a broad open view as you approach the concrete coal tipple.
