Susan,

The solution I have may not be palatable to everyone, but...

If it were my box, I would not empty it every 3 days.  I would
instead install some sort of a mechanism, such as a heave cloth,
which I could cause to drop over the hole by the use of a wire or
stick.  I would then allow the starlings to start to nest.  once the
female is incubating, and thus less willing to leave the nest, I
would trap her in it and I would kill her.

Now if killing is not within someone's beliefs I respect your
decision to NOT do this, if you'll respect my opinion on taking care
of it...
