The Texas Center for the Physically Impaired - if that is the agency you are thinking of - is not giving away free computers. But they are pretty cheap at $100. That's where I got the one I'm writing this on.

If they do not have money to buy a computer or notetaker, how do they read bookshare books?

If they cannot afford technology they may want to get in touch with the agency in Texas which gives away free computers. I do not have the address at present though somebody on the list may.
