Hi Amber,

I think the answer is, would they be permitted access if they went to their 
local public or university's library?  I do feel there should be a process 
by which a legal guardian or parent can grant the access for the child to 
these books.

What if the teen is a college student and needs to read some of those books
for college? I know of several people under the age of eighteen who are
university students and can't access certain bookshare books.
