I do believe Bookshare is opening some of its books to other countries.
It would be worth looking into.

Can someone bring me up to speed regarding various
book sources? I understand that some sites such as
BookShare are only available to Americans. Are
any of these sites like Web Braille for instance, available
to Canadians? What are the subscription costs for
some of these services, and what kinds of books
are available? Can you browse the sites before signing up?
