No, but I wish it would, and I don't see why it shouldn't, since ogg is open 
source. The problem is, every utility that I've found that converts ogg to mp3 
converts it in such a way that the file size is double.

free and easy to use, just rightclick on you ogg file and choose 'convert to,' 
but you must download the lame mp3 encoder, but it gives you that option.
