Yes it is charging. Yes it is playing. It won't work on any computer, while 
another iPod works on this computer. So I guess that rules out the computer and 
the cable. No Apple store near me I'm afraid!

  Do you know whether the battery really is charging? Will the iPod play what's 
already on it?

  Do you get any reaction from the computer if you connect the iPod to a 
different computer?

  If you have another iPod cable you could try, that might help; sometimes 
cables die slow deaths in which they still partly function, making it hard to 
tell that they're in the process of failing.

  If none of those things help, you might take it to an Apple store if there's 
one near you. Good luck.
