Hi Merrill,

It depends what you want to use the Shuffle for. If you want it primarily for music and just want to put in a few documents, designate a small amount of space for disk use. If you mostly want a jump drive but want to have a few songs with you, make the disk usage a large percentage. You can always change the setting later if one section isn't full. So if you designate 20% for disk use but find that you're only using half of this space, you can reduce the percentage to 10%.

I've never used any of the space for files, but I assume that if you do, iTunes will use the rest as it normally does. It just won't be able to load as many songs.
