[blinddrupal] two questions

Hello Folks,
I have two questions I hope you can help me with.  First, is there a way of 
effectively controling blocks?  it seems to me that manipulating blocks totally 
depends on the use of the mouse, drag and drop etc...  I need to find a way to 
create a block where I can keep the poll on my site in a specific place on the 
screen, not to be always changing place depending on how many stores are pushed 
to the front.  My second question is on the way to install downloaded modules.  
I have no idea how to install downloaded modules.  There are a couple of 
modules I would like to try.
