Not sure with 2000, but with XP you can use the Run command and enter CMD, that's C M D all as one word.

Or Command Prompt might be on your Start Menu. Mine is in Start/Programs/Accessories.

A small health warning - I don't know whether your screen reader or whatever will read stuff in DOS. If you get lost you can get out of DOS by typing EXIT and pressing Enter.
