Maybe control panel doesn't know there are additional cards in the PC; near the end of the audio section there is a check box that says something like "use default only"; if you uncheck that, it just might find your sound card. This is in the audio, not the sounds section.

To get there, go to settings, then control panel, then sounds and audio devices; shift-tab till you find the list of tabs; right arrow twice to audio; then back-tab to the check box; you have to back-tab past cancel, then past OK, till you find the check box; turn it off. Then press OK, or Apply if Apply shows up. That should at least let you see all the devices that Windows sees.
