Actually, in Sound Forge, you can, in fact, resample and have it change
the pitch.  You simply change the sample rate by itself by checking the
sampling rate box.

Dropping the sampling rate will not change the frequency of the dog 
whistle.  You will actually have to use Sound Forge's feature that
pitch.  Altering the sample rate can affect frequency, I correct myself,

but it introduces artifacts and you may not hear what you are trying to
at all.
