Go to control panel, there you should find an icon for Windows Firewall. If you enter on that, it should tell you something like "On recommended radio button checked," and there's another button above that it will say "Off not recommended," and it will be unchecked. You could chedck this check box, temporarily, and see if it works. To reenable it, just recheck the "On recommended," checkbox again.
