Hi,
 
He could do a file>export opml file.  This would export all the subscribed
feeds.  Then do a file>Import OPML.
 
I am not sure how to back up the database, but without the database, the
worse thing that would happen is it may re download some podcasts he already
had on the old pc.

I have a friend who has to format his comp, but wants to back up his
subscribtions feads from ipodder. He is using the latest version of ipodder
before they upgraded to juice. Could someone help me please asap on the best
way to do this?
